Hayban Leaders’ Conference for Dialogue, Reconciliation, Peace and Development

Under the slogan:

“Together, through dialogue; towards reconciliation, peace and development”.

During the period 31-Dec-2009    to   4-Jan-2010

 

This conference theme is based on the initiative which emanated from the grass roots of Hayban community.

    The initiative

Background :

  1. Hayban area consists of five ethnic groups (tribes), namely Uturu, Tira, Lira, shawaia and Hayban. There are deep historical relations between these tribes. They have strong social interrelations; and they are very much similar in the way they make their living. Native administration setups have also some similarities. Values, traditions and customs are governing individual as well as inter-tribal relations.
  2. All historical indicators show that social and peaceful coexistence had been dominating their livelihood.
  3. After the CPA (Nuba Protocol), frictions started escalating and some conflicts ended in lost lives. The signs of violence are everywhere. Local conflicts resolution mechanisms were abandoned, native administration has lost power and control over individuals. Conflicts with military, political, tribal and economic dimensions have come to the surface of the social life, laying a heavy impact on the inter-tribal historical relations, and threatening the social peace in the area.

          Importance & reasons :

  1. Serious and responsible dialogue between all stakeholders in Hayban area (intellectuals, youth, native administration, civil service leaders, politicians, religious leaders, women organizations and civil society organizations.
  2. This dialogue should lead to social reconciliations and unity.
  3. Social reconciliation and peaceful co-existence will pave the way for economic development, consequently to the welfare of the people of Hayban county.

       Assumptions:

  1. Apparently all these conflicts have their roots and causes which was not properly addressed and handled.
  2. Conflicts are created by the leaders and not the people (who are still longing for the past social co-existence).
  3. The Social reconciliation can only be achieved through dialogue between leaders, elites, intellectuals, native administration and civil society organizations.
  4. Reconciliation and unity should not mean complete coincidence. It should allow for accepting others (Openness).
  5. Dialogue for reconciliation is the first step to wards achieving social and political peace, consequently comprehensive Development.

As the objectives of this conference fall within the scope of Justice Africa’s mandate,

      “Working for peace and justice “,

it assumed the responsibility of providing the logistics and technical support for the conference.

     The conference was attended by: –

  1. All five tribes (Nazis, Muck’s, Omads).
  2. Civil society organizations. (youth & woman)
  3. A representative from United Nations.
  4. Intellectuals and elites.
  5. Political leaders.
  6. Commissioner of Hayban county.
  7. General public from the five tribes.
  8. An expert in conflict resolution.
  9. A-team from Justice Africa.

It is actually attended by more than 500 persons.

The closing session was attended by the state governor and his deputy along with some government high officials.

  3. Political practice and its impact on the social peaceful coexistence.
  4. Development priorities.
  5. Monitoring, evaluation and follow _up of the implementation process.
  6. Hayban declaration.

      Recommendations:  

       Social coexistence

  1. Empowering the native administration.
  2. Trust building between society leaders, general public, civil society organisation and maintain the social fibre.
  3. Renunciation of violence, racism and tribalism and respect of the other.
  4. Enhancing the common positive factors.
  5. Awareness raising (education, reduction in dropout rate and combating illiteracy among youth).
  6. Peace culture disseminations, accepting others and mutual respect.
  7. Resorting back to positive customs and traditions that enhance the values of social coexistence and conflict resolution through the local mechanisms.
  8. Activating the role of native administration and bring the prestige and the respect to them.
  9. Credibility in explaining the problems and strongly confront them and assure the process of the low enforcement.
  10. Prevention of the misuse of power and wealth and the provision of justice and equitable distribution of wealth, development project and social services.
  11. Selection of leaders that have respect and acceptance among their people and those who have wisdoms and self-denial and those who sacrifices personal interest in front of the public interest.
  12. Participation of leaders of civil society organisation in the trust building between people of Hyban area.
  13. Enhance religious values and basic human principles (Dialog, Reconciliation, Mutual respect and Human dignity).

       Security and Stability

  1. Disarming and control of the usage of weapons.
  2. Establish polices of security stations, with full logistical support in the areas where there are security violations.
  3. Enhancing the capabilities of the police workforce, provide them with means of communication and mobility. Rehabilitate Hayban prison and establish civil and native courts and attorney offices.
  4. A firm stand to be taken against outlaws.
  5. Establishing models villages in the Eastern and Northern borders of the state,  will contribute to
  6. Demarcation of Hyban County borders and enforces law and stability.

       Political Practices and Impact on the Social Coexistence

  1. Freedom of expression, thinking, dialogue and accepting others opinions.
  2. Raising political awareness and peaceful dialogue.
  3. Avoid tribalism and narrow political practices while discussing public issues regarding distribution of wealth and power.
  4. Avoid severe political polarizations.
  5. Direct and utilizes political practise to enhance peace culture, democracy, liberty and economic development.
  6. Political leaders should work towards utilizing resource in peace and development process.

          Development priorities

  1. Provide water services (Digging wells, Dams and Water pumps).
  2. Rehabilitation and building of hospitals.
  3. Building a school midwives.
  4. Build high secondary schools for boys and girls.
  5. Establish illiteracy combating, vocational training and community development centres.
  6. Build Community Development College in Hayban.
  7. Road Construction:

A.Hayban- Abri-Dalami.

B.Hayban-Kowda-Talodi.

C,Hayban – Kobang – Shawaya – Kadugli.

8.Hayban city planning.

9.Promotion of the traditional farming by introducing intermediary technology and small projects, mechanized farming and cooperative societies.

10.Proper utilization of Horticulture introducing eugenic seeds.

11.Establishing veterinary units and agricultural, horticultural, and forestry extension. Protection of environmental and natural resources.

12.Establish investment and development fund in the county as a popular wing supporting the official Efforts in achieving development and attracting     investments for the county.

13.Establish Radio, TV and communication stations.

14.Carry Feasibility studies for establishing university colleges – branches to Diling University.

18. Build fuel stations.

19.Create specialized Animal and crop market

20. Build fruit drying and canning factories/lab orations.

21. Encourage cooperative societies to invest in the areas of agriculture, animal, commercial, travel and transport.

           Monitoring, evaluation and follow-up:

1. Form popular mechanism to follow up these recommendation with the local authorities.

2.The commissioner along with the conference committee, establish mechanisms for peaceful coexistence, reconciliations and conflict resolution, in  coordination with the concerned parties in the state.

3.Conference convention every three years.

4. The conference committee should prepare detailed reports evaluating the conference (strengths /weaknesses/ successes/failures)

            Hayban Declaration

  1. Avoidance of all types of violence and adopting dialogue as a basis for addressing all conflicts that may arise between the different components of the society who are living in Hayban County.
  2. Up-hold the values of unity and peaceful coexistence.
  3. Assure the principles of participation and no-isolation at all levels.
  4. Guarantee that all social efforts contribute to development programs at the local, state and national levels.
